A clearly systemic problem of tolerance toward bullying is allowed to fester in Phoenix for years until several youths murder another. At this point it’s not bullying, it’s outright violence. This is when teens should be charged as adults, something I’ve thought since being a teenager myself and seeing how kids knew they could get away with more because of their age. Waiting to discipline violence until someone is 18 is too late for them to change with too many victims left in their wake.
