In one of my many “go where no one else will” local tourism trips, I spent a long weekend in Clear Lake, CA. I was stunned at the beauty of the natural lake (unlike most reservoirs) and the mountain-lined valley that surrounded it. At the time, Lake County had the highest rate of poverty in California. Crime rates were astronomical and jobs were scarce. Driving past the old mercury mine, I couldn’t stop thinking about the region’s lost potential.
