For those of you who aren't in Oregon, here's a pretty good piece on why drug decriminalization has been a disaster here. It's a real "we've tried nothing and we're all out of ideas" scenario. It's beyond frustrating that a lack of state capacity has undercut what could be a transformative approach to criminal justice.
