I hesitate to read too much into the causality of public policies, but the combination of Australia's extremely restrictive vaping and smoking policies that were uncritically lauded by the public health community and the rise of young people smoking there is pretty damning on its face. As Snowdon notes here, in countries with more liberal policies, smoking is way down.
