It's almost cliche to note that everything is a housing issue now, but lack of housing is one of the main drivers of the turn against drug reform in Oregon: people don't want to see users and many of them have no place to be but outside. Combined with the slow rollout of treatment services, the arrival of fentanyl, and doing nothing to address safe supply, Measure 110 was doomed to become a scapegoat for these harder problems.
